Who pays ProZ*Pay fees? Payer or payee?
Fees are defaulted to the payer. If the freelancer has agreed to pay fees for receiving money, choose "Recipient is paying fees."

While fees are defaulted to the payer, they can be passed to the payee (the freelancer getting paid).
Best client/freelancer relationships start with an understanding of who is going to cover the cost (if any) involved with getting paid. ProZ*Pay is not involved in whatever agreements client and freelancer might come to regarding who pays the fees.
If the freelancer has agreed to pay fees for receiving money, choose "Recipient is paying fees" when completing the ProZ*Pay payment instruction.
ProZ.com does not take a commission on work that passes through the site.
