Is a account required to provide translator feedback?

No. Clients can give translator feedback without logging in, if a translator has sent them a request for feedback. 

This is intended to make it easier for clients and outsourcers to give feedback, even if they don't have an existing account at

Feedback from those who are not logged in will be considered "unidentified" if the email address is not associated with a profile or qualifying Blue Board record. It's possible to identify the person who made the feedback later, though. (See How can I help identify the maker of a feedback entry? for details.)
